Job Summary
The primary focus of the USAID Grants Administrator-Global Development and Innovation is to provide post-award fiscal oversight for a large multi-year award LASER PULSE funded by the United States Agency for International Development (USAID). LASER PULSE is a five-year, $70M program funded through USAID’s Innovation, Technology, and Research Hub, that delivers research-driven solutions to field-sourced development challenges in USAID interest countries. Purdue University leads a consortium with core partners Catholic Relief Services, Indiana University, Makerere University, and the University of Notre Dame, to implement the LASER PULSE program through a growing network of 2,400+ researchers and development practitioners in 56 countries. LASER PULSE collaborates with USAID missions, bureaus, independent offices, and other local stakeholders to identify research needs for critical development challenges, and funds and strengthens the capacity of researcher-practitioner teams to co-design solutions that translate into policy and practice.
This position provides financial management of cooperative agreement and grant terms and conditions applicable to USAID as well as financial management of complex subawards, both domestic and international.
The individual in this role must ensure projects are compliant with USAID award provisions, prepare and review project financial reports and projections, provide guidance to several domestic and international partners on implementing the awards that receive funding from LASER PULSE, meet University and USAID account management expectations, monitor sub-recipients, plus conduct risk assessment and adherence to University and USAID policies.
The ideal candidate will collaborate with Business Management staff, Project Directors, technical teams, and other University personnel to support the overall administrative needs of the project including human resources/payroll, procurement/accounts payable, management of financial compliance and reporting, as well as foreign and domestic travel. Additionally, this individual will provide proper interpretation of University, federal and sponsoring agency policies and procedures and resolve complex issues with little precedence.
- This position is intended to be full-time (1.0FTE) but is subject to continued funding from sponsoring agency.
- Remote work will be considered for this position based on the candidate’s location and interest.
As a wholly-owned subsidiary of Purdue University, PARI-GDI is located in West Lafayette, Indiana. PARI-GDI staff currently work remotely in West Lafayette, Northwest Indiana, and Washington D.C. The position is a full-time position that will require intimate familiarity and close working relationships with Purdue University students, faculty, and staff. Although the location of work can be conducted remotely in client-focused locations (i.e. Washington D.C.) it is preferred that staff are located or able to spend time in West Lafayette, IN upon request.
Requirements
- Bachelor’s degree in Business Administration, Management, Finance, Accounting or related field
- 2 years of business administration or financial management or related experience
- In lieu of degree, consideration will be given to an equivalent combination of related education and required work experience
- Excellent communication, organization, and time management skills,
- Ability to be comfortable communicating with international partners
- Excellent planning, problem-solving, organizational, project management and customer service skills
- Ability to analyze, interpret and implement University policies and procedures
- Ability to influence and build work relationships among a diverse workforce at all levels
- Willingness to travel internationally on occasion
Preferred:
- Knowledge of foreign exchange rates and currencies
- Working-level Spanish or French language capabilities
- Experience in higher education administration
- Experience with U.S. government or USAID grants administration
