The Role

As a 2021 Times Higher Education Award winner of Outstanding Estates Team and Outstanding Technician of the Year, we are excited to be sourcing a Building Surveyor to join our Maintenance Team. This role is to join a small team responsible for the maintenance of a designated area of the University campus. You will work slongside Estates colleagues to implement and manage a professional, customer focused building maintenance service. The maintenance services operates across the University’s Estate to deliver a safe and reliable environment which will fulfill the current and future requirements of the organisation.

Within the role you will personally manage delegated improvement, repair, and maintenance works. A key focus shall be placed on the implementation of statutory maintenance via the means of planned preventative maintenance regimes and contracts. There shall be the potential of additional line manager responsibilities to manage another Building Surveyor within the area team, should expansion of the maintenance team continue. Therefore, we are interested in candidates who have proven knowledge of building repair and maintenance through academic achievement and/or construction experience of building maintenance and project management.

Key Accountabilities

  • The post holder will, in conjunction with the senior professional for the team, determine programme, plan and organise the development and cost effective delivery of:
    • Building maintenance and operations, to include but not limited to planned and statutory maintenance.
    • Single Discipline Long Term Maintenance Schemes for a designated part of the University’s estate.
    • The Building Surveyor (L2) will have a significant knowledge of, building fabric and construction but will be expected to deal with issues arising from both building and engineering disciplines within the extent of their capability.
  • Take responsibility for planning and delivering statutory maintenance within a designated area of responsibility and discipline.
  • To review, monitor and adjust, on a continual basis, the service provided to these areas to ensure that they meet current and planned University requirements.
  • Advise on the annual maintenance requirements for the area along with estimates of cost for inclusion in the revenue budgets and supporting planning statements. Manage the annual budget allocation for building maintenance and monitor the financial position.
  • Survey properties to identify health and safety risks and potential failures of structure, fabric and infrastructure. Bid for funding against the Long Term Maintenance allocation and reserves. Identify, design and cost solutions to problems. Advise on prioritising projects on the rolling five year programme.
  • Take responsibility for roles as defined under the CDM regulations; consult with other sections of the Estates Office, Consultants, Contractors, Co-ordinators and Clients to ensure the organisation meets its obligations under all health and safety legislation.
  • Ensure, as far as is reasonably practicable, that contractors are complying with relevant Health and Safety Policies, Legislation and appropriate codes of practice. Ensure that all maintenance procedures are carried out to ensure compliance with relevant Health and Safety legislation particularly with regard to Legionella, Electricity at Work, Asbestos, Fire, COSHH, H&S, etc.
  • Ensure that Service Level Standards are met for all services provided in order to meet the University’s requirements within the constraints imposed by budget allocations. Provide written reports as necessary.
  • Agree standards and costs for services provided to external clients ensuring full cost recovery whenever possible.
  • Procure contracted out services for the University, including Accommodation Services, for those services not provided in house.
  • Provide training and advice to colleagues, this would include but is not limited to demonstrating operational system to users.
  • Manage internal and external resources to procure (projects), evaluate options, and carry out investment and risk appraisals to ensure the investment delivers good value. Take financial control of the projects.
  • Liaise with client representatives and adjacent occupants, determine their requirements and advise on the potential implications and disruption caused by planned activities, implement and co-ordinate all necessary actions to minimise disturbance.
  • Check pre tender documentation prepared by the Capital & Improvements sections of Estates prior to it being sent to contractors for tender and ensure that University standards are being met.
  • Take over completed projects (new build and refurbishment) from the project teams. Ensure that commissioning has been carried out correctly and that systems operate as designed and in line with University requirements. Set up maintenance regimes and contracts to ensure the continued safe and reliable operation of the building and its services.
  • Provide all relevant professional and technical advice, where appropriate, to the Head of Maintenance, Faculties, Central Services and Outside Agency Representatives on all aspects of operational maintenance and project issues regarding options, recommendations and alternative solutions. Liaise, consult and negotiate with University staff at all levels and organisations availing themselves of our services e.g. NHS, Tenants, Commercial businesses.
  • Undertake other duties as and when required by the Senior Management Team.
  • The post holder will be expected to provide an ad hoc out of hours emergency response should the need arise, there is no set call out rota, however if the post holder is contacted outside of normal hours they will be required to assist unless it is unsafe to do so.
  • The post holder will be expected to maintain and develop knowledge through continuing professional development.

The Person

Knowledge, Skills and Experience

  • Proven ability to prioritise tasks in a fast working environment.
  • Proven organisational ability together with project management skills.
  • A sound working knowledge of legislation relating to: –
    • employment, procurement, asbestos, legionella, gas, electricity, H&S, construction design and management, inclusive access, equality and diversity etc.
  • The post holder needs to have the ability to write clear concise reports.
  • Must be able to utilise relevant software packages such as those used in maintenance management and project design and specification.
  • Three years minimum post qualification experience (5 years preferred), wide knowledge of building maintenance and/or construction experience of contract and project management.
  • An understanding backed up by experience, of planning, organising and delivering customer services is a major element of this post.

Desirable

  • A relevant management qualification.
  • Proficient in the use of AutoCAD or other drawing software.
  • Knowledge of CAFM systems.
  • Experience in the Higher Education sector would be an advantage but is not essential.

Qualifications

  • Qualifications with potential to lead to Chartership (MRICS, CIOB) in a relevant discipline. An appropriate building surveying degree, or construction related professional qualification – AssocRICS, CIOB etc. with demonstrable experience in a comparable role.
  • A sound working knowledge of legislation relating to: –
    • Employment, Procurement, Asbestos, Legionella, Gas, Electricity, H&S, Construction design and management, Disabled access, Equal rights etc. etc.
  • Maintain and develop knowledge through continuing professional development.

Desirable

  • A relevant management qualification is desirable.
