Position Overview

The Emergency Management team within Risk is currently seeking two Full-time Regular Advisors, Emergency Management.

Reporting to the Senior Manager of Emergency Management, the Advisor, Emergency Management supports the University of Calgary commitment to Health and Safety following the four pillars of Emergency Management: Prevention, Planning, Response and Recovery.

In order to preserve the health and safety of the campus community, the successful candidate must be available for emergency response outside of normal working hours. Occasional variations in schedule may be required for special projects.

This position will assist the Emergency Management Team to ensure a safe, healthy work and learning environment by ensuring compliance with all applicable policies, legislation, and standards. The Advisor will provide support to the EM Specialist and Senior Manager in provision of expert consultation and direction to University staff with respect to the development and maintenance of the Emergency Management Program including, but not limited to: departmental emergency response and business continuity plans, pandemic plan, business impact and risk assessments. Working collaboratively this position will be actively engaged in supporting Incident Management Training and Exercise development for all levels of the organization, including the Incident Management Team, Emergency Operations Group and Crisis Management Team.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Proactively identify and analyze gaps in programs and plans, examine feasibility of mitigation alternatives, implement and monitor the results of the mitigation to ensure that the programs remain effective in order to service the emergency management needs of the University and its community
  • Maintain or implement business continuity and disaster recovery strategies and solutions, including risk assessments, business impact analyses, strategy selection, and documentation of business continuity and disaster recovery procedures.
  • Ensure proper reporting and documentation with respect to de-briefings following business disruptions or incidents
  • Assist EM Specialists with Emergency Management projects such as:
    • Emergency Communication Systems acquisition, training and implementation
    • Development of Departmental Emergency Response and Business Continuity SharePoint forms and transition project
    • Pandemic plan review 
    • COVID After Action project
  • Coordinating with municipal and provincial disaster and emergency response agencies as required
  • Act as resource and support during emergency events, fulfilling necessary Incident Command System functions as required 
  • Act as a coordinator for continuity efforts after a disruption event.
  • Initiate mass notification systems, when required, upon direction from EM Specialist or Senior Manager
  • Ensure proper reporting and documentation with respect to de-briefings following emergency events or incidents
  • Participate in Hot Wash debriefings identifying gaps in process or procedure and implementing changes
  • Plan, conduct, and debrief regular mock business interruption and disaster exercises to test the adequacy of existing plans and strategies, updating procedures and plans regularly.
  • Assist in development and provision of training programs for the Incident Management Team, Emergency Operations Group, Crisis Management Team members and others, as required
  • Review departmental emergency response plans and provide recommendations to coordinate with University plans.
  • Review and maintain the University Master Emergency Management Program (EMP) as directed by EM Specialist and/or Senior Manager
  • Provide advice and assistance to departments in the development and maintenance of their emergency response programs, including monitoring and reporting their progress
  • Maintain and update the Emergency Operation Centre and Crisis Management Centre equipment and communication systems

Qualifications / Requirements:

  • Diploma in Emergency Management or other related field, or
  • 2 years experience in an Emergency Management capacity with an emphasis on business resilience including business continuity, emergency response, and incident management preferred
  • Public Sector experience is an asset

    • Associate Business Continuity Professional Certification
    • Certified Business Continuity Professional Certification
    • Certified Emergency Manager
    • Associate Emergency Manager
    • ICS 100, 200, 300
  • An equivalent combination of education, training and experience from which comparable knowledge and abilities can be acquired will be considered
  • Valid Alberta Drivers license and a satisfactory Driver¿s Abstract
  • Strong knowledge of Microsoft Office applications such as Word, Excel, PowerPoint, SharePoint, Access
