Based within the Estates & Facilities Team we have an exciting opportunity for a multifaceted role of Soft Landings and Senior Project Manager to join our Capital Team; an in-house service providing the implantation and management of capital development to faculties and services within the University.
Taking responsibility across Estates and Facilities for the development and implementation of Soft Landings during the life cycle of projects. You will also involve supervision for a wide variety of capital and on occasion long term maintenance and improvement projects. When required, you will lead as Project Manager on multi-million pound major capital projects, being responsible for the implementation, delivery and management that will fulfil the current and future needs of the organisation.
You will have the ability to manage a demanding workload with the ability to analyse issues and resolve problems, frequently involving lateral thinking to provide alternative solutions.
You will be educated to degree level, either in a relevant construction discipline, or with substantial equivalent professional experience in an estate development role, including a proven track record of ongoing personal development (CPD).
You should have up to date knowledge of statutory requirements, legislation & contract law relating to design and construction projects including procurement, Health & Safety and in particular the Construction Design and Management Regulations.

Key Accountabilities
- Undertake the Soft Landings lead within Estates & Facilities and work closely with project managers, design teams, contractors, and stakeholders to manage Soft Landings on all capital projects from inception to completion and operation, attending liaison and progress meetings as required to provide technical input, site knowledge and experience. Lead on the Post Occupancy Evaluation of completed projects between 1 and 3 years after Practical Completion
- Manage and coordinate the ongoing development of construction operational and maintenance files and ensure they are delivered in accordance with the University’s preferred format. Ensuring that the information is stored for access to all colleagues
- Carry out the inspection and reporting of site workmanship, materials, and products to ensure the requirements of the design and quality are met. Including working alongside the Project Engineers / Project Surveyors to witness and confirm testing and commissioning of installations in line with specification, University and legislation standards. Due to the nature of these tasks, work out of hours may be required
- Delivering a full Project Management role that leads capital investment projects, through the RIBA Plan of Works schedule, ensuring project objectives are delivered. Taking responsibly for the management and associated reporting of projects including progress, finances, quality, health and safety and other key aspects of the project across University Committees and meetings including Steering groups, project meetings and other forums as required
- Lead and coordinate key stakeholders within Estates and Facilities and across the University and external parties in order to develop robust client briefs, budgets and programme with sufficiently detailed plans to facilitate the presentation and approval of project business cases. Where needed work on external funding bids and management
- Set up and manage third party relationships as appropriate with external stakeholders, tenants and landlords, local authorities, statutory authorities, funders, utility services and other agencies etc
- Consult with client representatives and adjacent occupants to advise on the potential implications and disruption caused by project and to implement and co-ordinate any actions to mitigate and minimise disruption to core business. Take responsibly for the development of comprehensive programmes incorporating all key activities the through the design and construction process through to completion, commissioning and occupation (including soft landings)
- Lead the procurement and appointment of architectural and engineering design teams, other specialist consultants, contractors and suppliers to oversee the development of the design and construction to ensure it fulfils the needs and expectations of stakeholders as well as functional, programme and cost requirements
- Take responsibility for the client role as defined under the CDM Regulations and consult with other sections of the Estates and Facilities and the Principal Designer to ensure the organisation meets its requirements under all Health and Safety legislation
- Implement and promote the use of Building Information Modelling throughout the design and build process and ensure that the electronic drawings and manuals are integrated into the existing Estates and Facilities data systems. Liaise with the BIM Manager
- Contribute to the development of systems and procedures within Estates and Facilities which will facilitate good working practices in the delivery of high standards and the achievement of project goals
- Undertake other duties as and when required by the Capital Manager
The Person
Knowledge, Skills and Experience
- An understanding and experience of Soft Landings principles and management
- Experience of supervision and commissioning of construction projects
- Experience in the project management of capital projects / construction projects, preferably in the public sector
- A sound working knowledge of appropriate contracts and legislation including health and safety, planning, property, procurement and construction law, Equality Act and other relevant statutory regulations
- Good written and verbal communication and experience of working with senior colleagues (executive level)
- IT skills with working knowledge of software packages such as Microsoft Office including excel, word, outlook, project, teams etc. and be proficient in the reading of construction drawings
Desirable
- Good knowledge of low carbon construction methods and technologies in order to support net zero carbon ambitions
- Proven supervisory experience within the construction/engineering industry, supervising contractors, ensuring compliance with design brief and contractual obligations, preferably in the public sector

Qualifications
- Education to degree level, either in a relevant construction discipline, or with substantial equivalent professional experience in an estate development role
- Proven track record ongoing personal development (CPD)
Desirable
- Possession of Construction Skills Certification Scheme (CSCS) or Site Management Safety Training Scheme (SMSTS) would be highly desirable but not essential
- Chartered member of an appropriate professional body
- A management qualification
